IMPORTANT LEGISLATIVE CHANGE
We would like to draw your attention to an important legislative change primarily affecting EASA-regulated training organizations and aircraft operators.
The EASA Executive Director (ED) Decision No 2025/002/R, issued on 03.02.2025, amends – among others – the AMC’s and GM’s (Acceptable Means of Compliance and Guidance Material) belonging to Annex I to Regulation (EU) 1178/2011, i.e. Part-FCL.
The amendments also affect the AMC’s and GM’s belonging to Annexes IV, VII and VIII of Regulation (EU) No 1178/2011, i.e. Part-MED, Part-ORA and Part-DTO, as well as Annexes III and V to Regulation (EU) No 965/2012, i.e. Part-ORO and Part-SPA.
The primary purpose of the amendments is to incorporate the legislative changes in Implementing Regulation 2024/2076 previously issued by the European Commission into the AMC and GM materials.
The detailed list of modified and new AMC’s and GM’s can be found in Chapter 6 of the document "Explanatory Note to ED Decision 2025/002/R".
The amendments are not yet included in the current version of Easy Access Rules for Aircrew, which is widely used by training organizations.
CONSEQUENCES, TASKS
Pilot training organizations and aircraft operators that have not yet done so should review and implement the changes, and update their manuals as soon as possible.
If the organization fails to do so, it commits a legal infringement, which the Authority may detect and sanction during an on-site or "desktop" audit.
