IMPORTANT LEGISLATIVE CHANGE

We would like to draw your attention to an important legislative change primarily affecting EASA-regulated training organizations (ATO’s & DTO’s).

The European Commission's Implementing Regulation No 2024/2076, issued on 24.07.2024, amends – among others – several points of Annex I to Regulation (EU) 1178/2011, i.e. Part-FCL.

The amendments affect – among others – the definition of category SEP and related training requirements, crediting applicable to LAPL and PPL training, the rules for performing Class and Type Rating training and UPRT training, establish interoperability between LAPL and PPL courses and allow the integration of NVFR training into PPL training.

The amendments are not yet included in the current version of Easy Access Rules for Aircrew, which is widely used by training organizations, and AMC-GM materials for the amended regulations have not yet been published either.

Nevertheless, the legislation does not grant a grace period for the introduction of the changes – with the exception of those relating to aeromedical requirements, aeromedical centers and HEMS operations. The changes have entered into force within 20 days of publication.


CONSEQUENCES, TASKS

Pilot training organizations that have not yet done so should review which of their trainings are affected by the legislative changes published in Regulation (EU) 2024/2076, introduce the changes into their trainings, and update their training manuals and training programs as soon as possible.

If the organization fails to do so, it commits a legal infringement, which the Authority may detect and sanction during an on-site or "desktop" audit.
